IPM is very important internationally as well as for us here in the United
States. The Clinton Administration set a goal of 75% of all crop acres
under IPM by the year 2000 and the federal agencies are being asked to do a
better job of measuring progress towards this goal. We need measurement
systems focused on IPM adoption, food safety, and environmental impacts.
With the help of a number of people, we set about determining what we would
like to accomplish through this workshop. We included Sarah Lynch from the
World Wildlife Fund, Chuck Benbrook, Benbrook Consulting, Glenn Williams,
U.S. EPA, John Vickery from the Institute for Agricultural and Trade Policy
and Lois Levitan from Cornell University. We were looking for potential
participants with experience developing and evaluating measurement systems.
We wanted to bring all of the experts together for a constructive dialogue.
But we didn't want to bore everyone with long talks. Consequently, we will
have brief updates on progress on measurement systems and validation of
these systems. Most of the workshop will be focused on the breakout
sessions. We will give everybody a chance to participate and share the
weaknesses and strengths of measurement systems. We would like to try to
find good environmental indicators that are also user friendly and learn
more about using measurement systems to understand the environmental
impacts of IPM. We are hoping to simultaneously test IPM measurement
systems over time, especially on region wide scale. We would like to
hear from you what is doable and how to go about doing it. I would like
to thank the U.S. EPA and the Joyce foundation, as well as Sarah Lynch in
helping to make this workshop possible. These kinds of workshops are very
labor-intensive. If there are problems of any sort, please come to me.
Obviously we have a challenge keeping on schedule. In order to save time,
we have a lot of handouts and summaries from most participants. We also
asked for short bios which will be incorporated into the proceedings. We
will try to turn the proceedings around as quickly as possible. We will
record what is being said during breakout sessions and Glenn Williams, Lois
Levitan and John Vickery will summarize the breakout sessions throughout
today and tomorrow. The breakout sessions are small so please feel free to
talk. Even though we are on a tight schedule we do want people to relax.
Lastly, a couple of housekeeping issues. In your folder is the agenda and
information about travel reimbursements. We will reimburse you as soon as

and Jeff Dlott and afterwards to short introductions as well as
presentations from all of you.
